During the leadup to the 1988 Seoul Olympic Games, Park Dong-wook, along with his ragtag team of mechanics and drivers featuring Oh Woo-sam, Bok-nam, Park Yoon-hee and Joon-ki are hired by prosecutor Ahn Pyung-wook to get into the good books of General Lee Hyun-kyun and Chairwoman Kang In-sook in order to extract information about the former government's secret fund. After completing the deliveries assigned by Kang, Dong-wook and his crew are appointed to work for them.

Meanwhile, Lee's aggression becomes the reason for Dong-Wook's apparent departure from the team and has a falling out with Woo-sam, who wants to go ahead with the plan of extracting the details of the secret funds as he has acquired the imprint of the key to the room that holds the documents. However, Lee soon finds about their identities where he captures Woo-sam and tortures him for questioning, while Dong-wook and the others escape. However, Dong-wook and his crew find that Ahn was killed by Lee and they are framed for his death.

Realizing that the walls are closing in on him, Dong-Wook goes to an isolated spot and listens to a mixtape, which eventually becomes the recording of the secret meeting between Kang and the three corrupt officials and also discovers that Kang will frame Lee for the secret funds, while she and the corrupt officials will leave with the money for US. Dong-Wook offers to help him get to Kang for a meager billion won before the prosecutor and his men arrive to arrest him. Left with no other choice, Lee accepts Dong-Wook's proposal.

Later, Dong-Wook recruits his car race rival Galchi and his minions and then the plan essentially involves getting Lee and Kang in the same place and dragging them through the dirt. While Yoon-hee rescues Woo-sam, Dong-Wook, Joon-ki and Bok-nam takes Lee and his men on a wild goose chase, where Lee dies in a car crash before the chief prosecutor gets to arrest him. Dong-Wook boards the plane that Kang is on board, along with the car filled with the last goods and records Kang admitting her involvement in secret funds.

Kang tries to shoot down Dong-Wook, but Dong-Wook gets into his car, where he accidentally lodges its spoiler into the net holding all the money, and then drives out of the plane. Later, Dong-Wook successfully releases the parachute installed in the car and lands safely. After this, Kang has been arrested for corruption, while Dong-wook and his crew steal some of the illegal money for their hard work in order to "upgrade themselves" before moving for Los Angeles.
