ജർമനിയുടെ ഏകീകരണത്തിന്റെ മുഖ്യസൂത്രധാരനായ ജർമൻ ചാൻസലറാണ് ഹെൽമുട് കോൾ (Helmut Kohl). ബിസ്മാർക്കിനു ശേഷം ഏറ്റവും കൂടുതൽ കാലം ജർമനി ഭരിച്ചതും ജനാധിപത്യരീതിയിൽ തെരഞ്ഞെടുക്കപ്പെട്ട് ഏറ്റവും കൂടുതൽ ഭരിച്ചതും ഇദ്ദേഹമാണ്. ഫ്രഞ്ച് പ്രസിഡന്റ് മിത്തറാങ്ങിനൊപ്പം യൂറോപ്യൻ യൂനിയൻ ഉണ്ടാക്കിയ മാസ്ക്രിറ്റ് ഉടമ്പടിയുടെ ശിൽപ്പിയായും ഇദ്ദേഹത്തെ കാണുന്നുണ്ട്.^[1] ഇരുപതാം നൂറ്റാണ്ടിന്റെ രണ്ടാം പകുതിയിലെ ഏറ്റവും മികച്ച യൂറോപ്യൻ നേതാവാണ് കോൾ എന്ന് ജോർജ്ജ് ബുഷും^[2] ബിൽ ക്ലിന്റനും^[3] അഭിപ്രായപ്പെട്ടിട്ടുണ്ട്.
