Baxter & Sagart (2014) relate to and reconstruct them both as (OC *turʔ) and (OC *s.turʔ) respectively in Old Chinese. Sagart (2017) derives them both from Proto-Sino-Tibetan *s-turʔ; if true, see there for non-Sinitic cognates.
